The proposed approach to determining the timing of development of investment, taking into account the formalization of economic-mathematical modeling of cost and time conditions allows a systematic approach to the problem of realization of investment programs and on this basis to solve a problem that takes into account the complex due to the possibility of organizational and technological solutions and the general limitations of the environment (investor) to impose power program.
