The article proposes to arrange the equipment of control systems as separate functional blocks, each of which operates only one object. Proceeding from requirements to the control system as a whole and necessity of meeting the dependences, determined by the logic of its work, the authors have suggested an algorithm of development of functional blocks. The final automatic device is accepted as a mathematical model of the functional block. For the analysis of its works within the rolling stock operation systems, it is expedient to use the tables of transitions.
