In clause use of a method of qualitative structures for development of the concept of an estimation and choice of the priority design decisions of regional economic development is offered. The basic stages of technology of development and realization of a control system of the projects at a level of aspects of organization, functioning and communication are determined. The offered economic system is capable to ensure the transformation of economic system of a regional level.
